The bigger question is why would you really want to?

Because I have a problem with things on a website not updating when I refresh. If that's ok

It is CTRL-F5 like sum1 said before !
That is a hard refresh which gets the data straight from the server instead of cache or a proxy
I believe

i have a similar problem. when i click back on my browser, rather than displayin the page that was on before it reloads everythin again from new. kinda annoying as i have a slow connection and a bit of a bugger on pages with lots of thumbnails

Mike's right.
Ctrl+F5 sends another request to the server for the page and ignores any cached versions.
F5 simply refreshes the cached version (eg images) but depending on how you've got your Temporary Internet Files set it could simply reload the version from your HD or send a whole request as per Ctrl+F5.
Set your browser to check for newer versions every time, then F5 should be fine.
