no, i think vauxhall made cut backs in 96 and stopped puttin unwanted looms into cars, instead of having one that every thing could plug into they just fitted what was needed

Its very unlikely, fog lights were never a factory option on anything that new. Its not too difficult to knock something up although I recommend a trip to the scrappy to get the plugs of another Vauxhall with front fogs, while you're there you may as well get a few relays to choose from.
