TMPenc or something, look on dvdrhelp.com tells ya all about it...
takes frking hours to convert tho and the quality isnt the best

TMPEG is no doubt the best piece of software out for converting divx avi's to VCD / DVD... in both time and quality output.
Things such as nero are slow and lose a lot of quality.
The only problem with TMPEG is its a bitch to figure out how to get it to work properly, and to get best effects (voice lip synced perfectly) you really need to use a program like virtual dub to remove the sound from a movie into a .wav file and re-encode it back in together with the new vcd as its being converted.
Saying this though it still takes me about 3 hours to convert from say 600-700mb DivX .avi file to 1200mb of VCD. But my PC is a bit poo.
Of course it all depends on the quality in the first place, i.e. that copy of Torque I gave you paul was a pile of shit when I downloaded it - didn't lose any quality, but didn't gain any lol.
I download dvd rips on suprnova and burn them to VCD and lose no quality these days. I should really get a DVD burner as it annoys me having to change cd half way through a film lol.

I think the best encoder is actually cinema craft encoder. Its a pain in the neck to convert though same as with tmpeg. Nero vision is easy and does everythin for you.
