Running it a new engine is an old thing to do, cause engineering wasnt so precise and to the standards it is today. So if u put a new engine in you can rag the fuck outa it as soon as its warmed up for the first time.
On a headgasket as long as everything has been tightened and the coolant bled through, you can rag it from cold if u want, it just wont do your engine any good

Same here, I was under the impression that most engine wear occurs when the car is cold.

Yes, what he actually said was you can (i.e. it's possible) but it won't do the engine any good. He didn't say the car would be fine when it was cold.

let it warm up till the fan cuts in for the first time re tighten the head a bit more then you can drive it as you like,
you only need to run it in when you replace things like pistons/rings etc
