you need to buy the car or have the owner let you have it mind you......
my mums mate saw a car with the reg she wanted on and went chasing it got the car payed £300 for the car, and took the plate off and scrapped the car
reg was D111 PNA
the hardest thing is finding out who owns the car with the reg on
i wanted B34RDY which is on a ford Fiesta but can not find who owns it....

If you can find them, they're usually transfereable in exactly the same way that any other plate is.
There are some exceptions, like if the age of the car cannot be established and therefore another plate cannot be assigned, or certain situations over import etc.
Check with the DVLA that the plate is transferable before parting with any money. You can email them this question.

Private plate is not an official term, private plate is usually only plate which either disguises the age of vehicle or is chosen, but it may be chosen from either plates which are already out there or stock with the DVLA withold because its worth more. Examples being 111, 222 etc. They only started doing this recently though. Earlier plates, D being an example are only reserved up to 20 I think.
