Because it is a national team, all the players are English so why not the manager, he is part of the team in a way. I'm not saying that an Englishman would be a better manager,far from it, i just think having that ruling makes sense.

I think Mourinho will be at Real, the storyline is there to be written, ex-Barca employee, shunned by it's backroom staff for traitory, Chelsea owner not seeing eye-to-eye with him, Real Madrid making no attempt to deny reports of Capello going at the end of the season, infact Calderon has said it's likely.
Mourinho at his old club's biggest enemies? Controversial.
