My fiances car has failed its MOT

It has failed on emissions. the engine management light is off and it tends to fail on idle more than on fast idle.

The HC was reading 2.38% when it should be less than 0.3%

Has anybody got any ideas

I have already replaced the spark plugs any other ideas

Prehaps the air mass sensor is buggered. Thats what my car failed on 3 months ago.
