It's the anniversary of his birth.
He's been socialising as though it were his birthday in spite of the fact that it IS his birthday.
He's been consuming a commercial brand of white rum.
A consequence of which is that he involuntarily doesn't give a fornication about much of anything due to the afforementioned anniversary of his birth and beverage consumption.
You may even find him in an establishment that caters for dancing and the consumption of alcoholic beverages.

I have this information on good authority from a reliable source. A rather tanned gentleman by the name of 24.5 pence.

So to summise, Peter is blissfully unaware and means no offence or harm.
