white spirit...diluted if on sensitive/fragile material?? or methylated spirit?

i would try damp cloth first though!

if your not taking it off brand new paint i'd say a little WD40 on a rag will shift it, other than that just use a good quality car shampoo

Gets tar spots off and the sticky stuff from behind badges, so i would say that is your best bet by far
