hey, my passenger side handbrake cable is snapped should i change both of them or just the one?
what sort of tools would i need and whats the best way in doing it?

best replacing both i would of thought for safety 
as for doing it i cant help you mate.
Haynes manual tells you how to though.

the handbrake cable on the back is linked between the rear drums kind of like this
lever

[--------] ([- indicating drums) (also ignore the dots)
where the | bit joins the - bit there is a link that pulls the - bit of cable tight. You can buy the --- bit of cable separate for about £14 quid

i got both cables for £16 will i need to take off the wheels or not?

yes as the cables go inside the drums an you need to take the drum off to get at it.

May aswell change your brake shoes if it hasn't been done for a while.
Watch the bearings too, may aswell replace them too as they are only £8 per side.

You can, just leave it in gear. Don't forget to put it in Neutral when starting!

motor factors no doubt, I can get them for about £4 a side on trade.
