lights on, used to be intermittent but now constantly on, manual states "exhaust emissions have deteriorated" does this mean i need a new cat?

Could be a number of things. It's not just the cat that keeps the emissions down.

So your only realistic option is to have it hooked up to a computer to see why the cars ecu thinks there is something wrong with it rather than asking on a computer forum for a load of random guesses
