Does it have an induction cone filter??

This caused my XE to struggle at low revs. If also had a faulty AFM.

Also have you tried a replacement AFM?

My fiesta used to hesitate and hold back through the whole rev range.

I changed the plugs and gently cleaned the element in the MAF (AFM on yours) with a cotton bud and carb cleaner.

Car is now perfect! No flat spots, no hesitation what so ever.
