Its a friends PC not mine.
It will not boot at all.
When plugging the 3pin lead into the PSU you hear the crackle so I know the lead is fine. The mobo LEDs come on too.
When pushing the power button all the fans run a 3rd of their speed for litterly a millisecond then stop.
I've tried shorting out the power button pins on the mobo but still the same.
The power supply is the only thing I can think of.
Its not a gaming PC, so I may just purchase a cheap £15 550w PSU from novatech.

Bit more expensive, but I've just bought a Corsair PSU from eBuyer for about £55 which comes with a 5 year warranty. I'm on my 3rd PSU and non have lasted 5 years, so this is a worth while investment I think

I also personally have a corsair modular PSU which I really rate, but on a cheap PC for a child which is only being used to surf the net, I think the el cheapo will be sufficient

No it's not definitely the psu.
Psu is a good contender but from the information provided it could still be any part of the pc.

how do you mean john? If it was RAM/CPU I would still expect it to boot and scream beeps at me?
PSU or mobo would be my thoughts.

Short of putting the motherboard and other stuff in another known working case to test, how can you prove that the PSU is definately dead?

Surely it indicates PSU 'cause no power is getting though i.e. if no power was going to CPU, then there would be BIOS beeps. Same with graphics etc.

Anything thats plugged in can cause they issues.
I have a fan thats causing exactly the issue you describe as a matter of fact.
The only way to be sure of anything is to test the parts, although guesses can be made.
A fan was not the top of my list for causing the problem.

sounds to me like its shorting as it powers up and the psu cuts power to stops things exploding ?
best way to check is take out every component and try powering up just mobo and see if power supply stay on and so on

John is right, it could be ANY component in the PC causing it to shut off immediately.
Make sure the MoBo isn't shorting out on the case for a start, make sure all the brass spacers are in place and there isn't a blanking plate that has slipped down anywhere causing contact.
Then unplug everything except for a single stick of memory, the PSU and your processor. If it doesn't start, try another proven stick of memory.
It MAY be the PSU, but it isn't a dead cert.
