when i worked at vauxhall, if we saw something dodgy on a car, we legally had to remove it. we had the power from VOSA to remove the item, or impound the car.
i once had a corsa c, and the power cable for the amp was wrapped around the fuel lines under the car. cable wasnt fused, and so posed a threat. we had to take it off.
if we saw a car with a strut brace, attahced to a load bearing component, or an area that needs to be structurally sound, and it was slightly loose, i would give it a firm pull.

im not makin excuses for the guy im pointin that a all the people sayin it should hold bodyweight they shouldentand are liable to break if ya swinging like a chimp from it,
who in the right mind would wrap a power lead around there fuel lines he might aswell strap a rope round his neck and right a goodbye note too all ya loved ones

If it snaps when you're hanging on it, it should probably have been removed anyway.

So if he pulled on the bumper and it came off, it should have been removed anyway?
