I need a cheap graphics card so I can run this monitor at 1680x1050.

CLICK

Can anyone suggest one?

My PC has 1x PCI-E slot and is a Compaq 1909uk model.

I know nothing about PC internals as you can probably tell.

How cheap is "cheap"?

For almost the same price you could get this: http://www.ebuyer.com/product/145354 and that'll run your resolution easily. Not sure what sort of frame rates you'll get without looking up reviews, but you haven't said what you want to do, e.g. gaming, graphic design, video editing etc.

No gaming, 99% for photo editing and 1% for internet.

Fair enough

I'd go for the 8400 I liked to, my dad has one as well and it's fine for what you want. His monitor is 1900x1440 or something like that, so it'll do 1680x1050 easy.

This card has an HDMi port.

So could I just connect it to my 40" LCD TV to watch downloaded movies?
