Prehaps they have to pass a safety test somewhere along the line?

For example Clio cup racers you can buy from Dieppe are not road legal nor need to be MOT'd

from what i read when i was considering tracking the corsa, depending on the tracks own rules and regs, most tracks dont require the car to be mot'd tax'd or insured but obviously cant be a complete shed and going to fall apart.
