No, it means if the two of you have 40kg of luggage allowance between you, you cant put 30kg in one and 10kg in the other.
Either way, all you need to do is pack the two cases as you want, then when you're at the airport one says its theres, and the other other says the other is.

Take note, unlike most airlines, Ryanair's allowance is only 15kg per person. Kirst and I got stung for this when we went to Dublin. Had 20kg between us so put it in one case, got to the airport and had to pay a surcharge for the extra 5 kilos

Already checked Ash, weve got 12kg in each suitcase, and have an allowance of 10kg in a cabin bag, so im taking my satchel with all the electronic stuff in and shes just got her hand bag

Was late at night, no shops open, we're not simples.
Kirst's parents had left and we couldn't get them in time to bring another bag before we left.
Didn't have time to fuck about so Kirst just paid it and we got on with the holiday.
