would a graphics card be affected by a bigger monitor? just that when opening pics it appears to be alot slower at the moment.

Depends on the size but yes it can affect it.

monitors now 32" was 19before and graphics card is radeon x1600 series

It's resolution, not monitor size that would make the difference and it shouldn't affect opening photos.

I think the resolution is 1260x600 or something like that  not on my comp to check atm.

Monitor size won't make any difference unless the resolution is higher. Which going from a 19 to a 32, it probably is.

A 32" screen will probably be a TV and not a computer monitor though. So unless it's a full HD 1080p screen, then no, there wont be an increase in resolution over the 19" computer monitor.
19" widescreen monitor = 1440*900
32" 720p HD television = 1360*768

Is it slow to draw the graphics or is there just a delay between opening it and it displaying?
