not neccisarially(sp?) the first 00 is to dial out of the country you are in. Most are 00 but a few arnt. Also if calling from a mobile it's +44etc

00 just replaces the +, either will work.

00 = +, you you type 00 on a mobile it will come up as a +. The code is officially +44 but to get a phone to do it you need to press 00.
