Wedge something thin but strong through the flywheel to the block. Then loosen it as normal it does go.
Then as for tighten there is a torque requirement yes.

Are you reusing the ARP bolts, or do you have new ones for the new engine?
They will definitely have a specific torque setting as the fitting of the flywheel is extremely critical.
