Inside leg divided by 2 for a montain bike.

Inside leg divided by 1.5 for a Road/Race bike.

Inside leg divided by your desire to look like a complete pleb for a BMX.

Inside leg divided by.....Doesnt really work though tbh. My inside leg is 28", so i should be riding a 14"? I ride a 17 or 19 depending on hardtail or full squishy

The frame is measured from the center of the bottom bracket, to the top of the seat clamp for a mountain bike.

How tall are you, and what is youre inside leg?
