Ive had a car dumped outside my house for a few months now i have wondered weather i can apply for the logbook so i can scrap it and how i would go about it if anyone knows ?

report it to the DVLA, they should come and tow it away, or just get a scrap man to take it pretending its yours

There is a way to legally apply for the logbook, yeah. There's been threads about it before so I tried the search, but it's rubbish

Think you can only apply for it if its not taxed.
