If a handbrake only goes up a tiny bit and struggles to even make it to the first click, would it be the cables that are snapped/worn? When it's pulled up the light on the dash comes on as usual but the handbrake doesn't actually stop the car from moving! 
Car has rear discs/pads if that makes any difference.
Handbrake seemed OK yesterday...

If the cables were snapped the handbrake would go right upto the top. May want to check the little leavers on the calipers, as they may be seized

If its barley moving then either the cables are stuck (Shitty guides maybe), Or its all completely seized. If it was snapped it would come right up without doing anything.

Just to confirm, it's the handbrake cable that has snapped I have a piece of it here with me

I cant see how it the cable snaps it would cause the handbrake not to come up? Strange.
