Never heard it before, but doesn't seem that strange now I think about it.

I can see where the term winter dyke comes from.
'Dyke' meaning 'wall'. And you'd use it mainly in the winter because its not ideal to hang your clothes outside in the winter.

I've always known them as airer's or clothes horse. Never heard of winter dyke though
