My car seems to idle to high and some times climbs revs on its own, i took the pipe that goes from the icv to the eco pipe and blocked it, then started the car and it idles fine.

So i was just wondering if it can permenantly blocked off? or do i need it?

No you will need to change it as it will get worse and its there for a reason
