ive noticed a few times now, when aproaching the individual lane matrix signs on the motorway, if another car passes through above the speed limit, the sign seems to flicker on and off for a fraction of a second on the sign in the lane the car was in.. some kind of speed detector built into these?

I've noticed that as well and just thought it was a reflection as only happens when my lights are on.
