If 1136 units of something is made of 5% of a certain thing (lets call that thing "x", what amount of units do you need to get the same equivalent at only 0.4% of "x"?

You're after 0.4% of the original 100% figure (which surely is 1136x95 if 1136 = 5%)? If that's the case then YES it would be less.
I also agree, have another go at rewording it.....

I am trying to ask how much bitter shandy (at 0.4%) you would need to drink to get the equivalent of 2 pints of normal beer (at 5%) but was trying to do it without asking that actual question

7 litres of shandy to get to the drink drive limit? youd have to drink them in about a hour otherwise youd start to drop under the limit before you finished them

I don't think it would be possible to get pissed on something that low. The volume of non alcoholic liquid would flush out the small amount of alcohol before it was absorbed into your system
