Actually it does. If you earn over 100k, even PAYE, you have to fill out a tax return.

there is a few things that can make you need to fill in a return mate some pensioners have to if you rent a home out and get 10k a yer before deductions or get £2500 after deductions (profit) then hmrc will expect you to fill in a return

Two. Anything over £42475 is taxed at 40% (depending on other factors) and HMRC employees don't know much about tax.
