Why would you need to create 'Turbulent Air' in the inlet? gather this helps with overall air intake performance?

Yes and not attached to anything. It may be lying on its side as its wider than it is thick. Also another sign is oil/crud all in that area as well. Because the bearings go and it lets oil vapour out.
