Depends what you mean by underpaid by 4k. What makes you think that? Someone on the same skill level is getting that? If so I think you have grounds to ask for more
If you just want more money then is say its the wrong climate to be making demands in, they'll just out you and get someone else in

If he hasn’t taken on more responsibility / different role then he should be happy with any rise at all as many companies are using the recession as an excuse to impose a pay freeze despite making a profit.

Perhaps I approached this the wrong way, in general it seems the wages aren't great at my place; the average software developer only seems to be on mid-late 20's...
We develop bespoke software, I work in application management (2nd line) and I'm only now on 20k... (which for 2nd line is low tbh)... I've got 4 years experience and a BSc in Computing now so perhaps it's time I should look elsewhere....
A few friends I have spoken to (who work for different places) in 1st line (Service Desk) are on 18k and their role is a lot easier, less hassle, less responsibility etc etc and the 2nd line roles they might be promoting too start at 24k...
Mostly I deal with more advanced application support, so as well as using back office systems I often log onto servers (service and log investigation) and databases (Oracle, SQL developer) to investigate root causes, compile reports and help 1st line guys with calls/incidents.
I've also overheard management saying that Age does make a difference when it comes to monies... so I said that anyone who they employed externally (who would have no knowledge/understanding) of our products/applications would expect around mid-20's starting wage!
Another annoying thing is that a guy who has recently left has started on 21k 1st line  but ah well the grass isn't always greener!

what is 2k interms of your salary
That will give you an indication of whether its good or not
Most people haven't got rises for a number of years so its all relative

I earn 18k a year, as a mobile hose fitter, which means I'm out in all weather, working on all sorts of things that use hydraulics. I get comission on the work I do, I also have to do 24 call out, and do a full day shift afterwards. Most fitters I come into contact with are on a good 30k, before overtime. But I get about 24k a year, if I work all hours. Office folk are always hard done by.

I get paid well for what I do but compared to the 'real world' i'm paid peanuts, no overtime, no commision, no nothing.

I'm just about to finish at a business I've worked in IT for four 4 and half years, mostly it's down to pay. Sounds like your on good money though for what your doing though.
I started on 15k when there were two of us, me the junior. The senior was made redundant, leaving just me 18 months in, shortly after every got a 10% pay cut - down to £14.5. At this point I was looking after everything, design, installation, maintenance, support the lot! Jobs were very hard to come by.
The business started to do better and everyone got their 10% back, I got additional £1k but within 12 months I got another £3k, final salary £19k, for what sounds like a lot more work, a lot more responsibility than the position your in (my boss who was made redundant was on £26k).
Which is why I'm now leaving, and funnily enough IT support jobs 1st/2nd line generally pay shit, anything from £15k - £25k, if your lucky and as someone already pointed out the markets flooded with plenty of monkeys who think they know what they're doing when they haven't got a clue.
I've found the best option was to move and specialise in something - far less monkeys, far more money.
