In all seriousness anything that deviates from the 'norm' can be considered weird, but this might be a case of weird but not sinister?
One of our neighbours always has their curtains drawn but then one of them (they are a couple) works shifts so I guess she just wants constant darkness in the house.

I would slip it into general conversation, no matter whether somebody says they always have their curtains shut, blacking out every window is weird, that just says to me they're hiding something
If he reacts strangely probably worth reporting to local police, not 999.
