Is anyone actually surprised by this? It isn't just for the World Cup, they employ people like this for and other building projects. The same goes for Dubai as well.

Also, good interview here if anyone is interested, regarding the World Cup in Qatar from a Qatar perspective. Also, note, the guy speaks better English than a lot of people born here.
