download it from gta3mods.de and use the handling and default stats that are in the readme file!

wow, some of the cars you can download are cool. ferrari's, batmobile, limos, hummers, the list goes on.

there is even stuff for vice city now! gta3 cars will also work on vice city but vice cars will not work on gta3!
