Search on the web for Road Vehicles Construction and Use Regulations 1986 (and any of the many updates since) that should tell you.

yes but i wanted to know what arse bandit answers i would get from a few tw@ts on the forums apparently your allowed 13mm around the edge of the numbers/letters so i JUST am legal 
p.s the pic i took wasnt with the plate on properly... its held up by something so it is more visable by a few MM then you can see.

you could be right its either 11 or 13mm 11 for group2 13 for group1 feck knows which im under but im 12/13mm aroudn the edge so im happy.

Get a plate made with legal spacing and typeface, but with slightly smaller letters.
I think 3.5" is standard, so try 3". If everything else looks fine they'll hopefully not realise it's a bit smaller.

more or less exactly what ive done mate! doubtfull i'll get pulled for this.. unless im a few miles from home in some town where nothign happens then the traffic cops will pull me. but im ok here and around here.

1. ITS NOT ON PROPERLY so your not seeign a extra few MM.
2. ive smudged out some letters n numbers
