Thats the house of colour "day-glow range" iirc.

Problem is it glows in the dark but the colour in the daylight will be truely horrible!

prob just a glo-stick popped open and spread on bonnet.

i heated one up with a lighter in a crowded pub and it exploding, everyone was glowing as they left was damn funny moment

I also think half the reason this looks shit (and furry) - is because of the pic quality... look how pixilated it is and and limited number of colours - I'd hazard a guess the pic was taken on a phone.
