No depending how the car is set up what model it is etc. it is better to change just after peak torque.
Once you have reached the peak torque the car stops pulling as hard and HP takes over.
Don't know why so many people rev the fcuk out there cars it doesn't make em go quick.
How many race drivers bounce off the limiter?
As I said depends on engine and how its set up.
But you really only need to change at high revs on cars like Hondas Vtec or somthing suitably modified.

thats all wrong, the torque should remain constant after it reaches its peak, it shouldnt drop off, if it does sumthing is wrong, the torque will tail off right near the very end of the rev range, its best to change at peak bhp as thats where the car is pulling strongest, as you have peak torque which should be holding a constant from earlier on and peak bhp

Torque will always drop off after it peaks hence the word "peak" 
It all depends on the car as I said but all this rev it till its near the limiter and change is bullsh1t. Unless the engine has been tuned or designed to do this.
On a standard/fast road tuned engine this is not the best way to drive a car quickly. It will sound good but put a race driver in a car, and they do not rev them right round or bounce them off the limiter if they want to go fast.
Its all about keeping the car at the revs that it pulls its hardest at if thats from 3k to 5k change gear at 5.5k.
This is just my opinion if some one can come up with some good evidence to convince me otherwise. I will shut up

i agree revving the car until redline is pointless, however torque will hold right up until peak bhp so it peaks, and stays peaked if u see what i mean, but will fall off near the redline

Learn to read a graph on the one you posted
torque peaks at 5750rpm and immediatley tails off
and peak BHP is acheived at 6250rpm

peak bhp is actually achieved at 5600, there is a fluctuation at 6250 where it appears to be a bit more but very minor, this could simply be down the RR machine, it would all be extremely minimal in a real life situation.
Youd gain a lot more by holding it until peak bhp and sacrificing a tiny few lb/ft of torque then changing bang on peak torque but only halfway up the bhp curve
if you change as soon as the torque is peaked, then you instantly be out of the power band when your in the next gear

Not saying to change bang on peak torque but just after that way in the next gear you would be at the point where the car starts pulling its hardest.
