Just because you dont agree with what someone chooses to do with their car doesnt really warrant making a topic about it.
Makes you look more the fool for pursuing the matter.

People do it at cruises i attend, i let the previous owner of my gsi do it at a cruise while i video'd it because i knew he'd done it regularly the whole time he had the car and the engine was burning oil like no ones business so i didnt really care, as the engine was coming out anyway, until i realised that the shell was also fucked.
I used to do it with my old J plate clio, because it was carb'd and had no cat.
But then again i was 18 at the time and it greatly amused me driving past the golf course when people were just about to tee off

If they're driving on without the ignition on, brakes are not the major worry, you'll probably have steering lock.
Plus you're going to lose the 'I drive fast but not badly' argument.
