Good I say, if they are prepared to steal and get into the situation where if they crash they might die whilst being chased, so be it.

They should just use those spike strips on stolen bikes like they do on cars

My visor is quite scratched so I often ride with the visor up, it's not too windy, the only real problem is rain and bugs. Bugs hurt when they hit you in the eye at speed
