Only thing that ruins some of these is the people, some of them would pass for actual photos without them

Those are gobsmacking, indistinguishable from a photograph until you start looking closely.

Someone needs to explain the different camera settings to me and what they do. I haven't got a clue what I'm doing.

The faster the shutter speed the clearer the car will be ie in focus i think the shutter speed is to the right of a setting called iso anything under 1/1000 and the front of the car is in focus and the rear of the car isnt.i Need to know what settings are used to add a sense of speed but keep the car in focus

It really is a joke, that they would let something like this make it in to the game...
Sure, there's over a thousand cars, but over 800 of those look like something that could easily run on a Comodore 64!

f = XX mm
The value of your current zoom. The lower the value, the wider the angle. The higher the value the greater the tele.
1 / XX sec
Shutter speed. Low value means slow shutter, high value means fast shutter.
Anything below 1 / 250 sec will ensure that movement is captured in the wheels and background.
F X.X
Aperture. The lower the value, the smaller the depth of field (DOF). The greater the value, the larger the DOF.
X.X EV
Exposure compensation. Make the picture lighter or darker by increasing or decreasing the value.
Panning mode
This is a crucial part of taking pictures with a sense of movement. There are 3 panning modes and they can be changed in the "Camera Menu" (press triangle to enter this). Panning mode 1 is only useful for pictures taken head on. For anything else, switch to mode 2 or 3.
That's the basics. Anything else you can just play around with.
