anyone actually do them or know anyone thats won?

i got a letter thru the door about it and decided to sign up for it. was on the website and it shows you what postcodes have won and there seems to be quite a few local to me that have won hopefully i may get something some day.

for the sake of a tenner a month and the chance of winning 20-30k thought it seemed worth it.

I've heard of a postcode lottery but that usually refers to schools/gp's etc

Postcode lottery is normally a term given to the fact that health care / schooling / public services are of a different standard based on where you live.

Not particularly fair as the number of residences per postcode can vary between 1 and over 50, not sure how they unpick that.

Not necessarily, I've studied the system extensively and it's all over the place. The arrangements in some towns do roughly map to that but it's certainly not the case everywhere.

no only the folk that are in the postcode get money and the money doesnt get split if its 10k you win everyone gets 10k each.
