my girlfriend lives in a student house, heating is controlled remotely and comes on for 2 hours a day. the rest of the time the place is fucking freezing!
im gonna get on the phone tomorrow to the landlords, we normally stay at mine but im at hers now and sat shivering. would be nice if i can contact them with some ammo

I do believe there has to be adequate heating and hot water or methods for providing both.

If they don't do anything apart from come up with a lame excuse, go and buy some of those portable 'caravan' heaters and stick them on.

Any pay through the nose for electric heating when the landlord should be sorting it out? I don't think so.

Who pays the bills? I assume the landlord pays then directly if they are controlling the heating. Even if that is the case it is ridiculous

Back to the OP, i'd gather as many electric heaters as you can and heat the house with those. He might sort himself out when he gets his leccy bill.

surely it is just a case of changing when and how long the heating comes on for??
if the landloard has such a controller ask them to make the adjsutments.
i dont know about teh laws myself but i am sure the provision for heating and hot water is in place, i would have thought it is up to the tennant to control that...and pay the bills accordingly

If the landlord pays the bills then get some heaters in there.
If your gf is paying the bills then explain that to the landlord and turn it on when you wish.

fucking 6 girls 
they'd told me it was set on a timer that only the landlord could change, today i discovered the only reason only the landlord can change it is because hes covered the timer on the boiler with a piece of paper saying "do not remove or adjust timer"
naturally i removed the fucker and turned the heating on

In a managed apartment/flat then the details will be in the management agreement..
But a landlord is not responsible for providing heating, they are merely responsible for making sure the heating is safe and works IF it is provided.

IIRC heating regulations for businesses state that a room must never drop below 16 degrees, now im sure that this must be similar for tenants that rent and the heating is controlled by something out of there means.
