I'm pretty sure you're protected against this, as with a stolen credit card.
Keep at O2, they should have barred the number for you at least?

Not sure if those rules have come in yet? They're bastards for things like this though at the moment. Keep saying you're not paying and see what happens, if all else fails you might be covered by home/gadget/mobile phone insurance?

Just keep telling them you're not paying.
They'll most likely threaten you with court, ignore them.

This is the worst part, when I unlocked the door on the van he dived in the passenger side (was waiting for me to open it) as he ran off I chased him and he ran into two PCSO on bikes and I said grab him hes robbed me phone and they let him go whilst too busy questioning me about why I was running after him so it was reported instantly, hes well known to the police and they named him, yet didnt think it suspicious that he was running away from someone with a phone in his hand

Theres another page like that, no idea why they were ringing 4444
Edit: The number ive blanked is my mrs number which popped up on the screen when I used find my iphone app to say its lost, but the phone never connected to the internet again, its got a pin code on it so they must of put the sim in another phone.

It's not that 118118 costs that much, it's that he's been using it to connect to premium rate phone numbers through 118. Though unless he owns the phone lines and numbers seems like a wasted task. Should have told O2 that you only just found out at 7pm. They won't budge as you will e lucky to get it refunded as it's per their t&cs

They've merely been using 118 to mask who they are actually calling..

Did the report go on file when you told the PCO's? try and get a incident number if you can. I think anything that gets written down etc has some sort of unique number to it. Maybe you could use this to show o2?

Pretty sure that changing the sim does not bypass the phone password. Were you running IOS7?
EDIT: They can't have put another sim in otherwise the call would not appear on your phone
Sounds very much like they had your pin - is it a 4 pin number?
