Armed Police (using live rounds) have a shoot to kill policy; they don't shoot to injure or incapacitate and they don't miss. Also, they use leg shots to kill, they hit the upper thigh. Chest shots are less likely to kill and afaik, head shots are avoided because of identification and respect issues.
As such, the fact this guy was shot in the chest/back suggests that they were told under no circumstances to kill either of the guys. Killing them would have made them martyrs and potentially opened the floodgates to further jihadists looking at their 'ideals'.
I'm convinced that the police were told not to shoot to kill

He charged at the police car, looked like the people getting out the police car shot him from the way he fell? Surely would of fallen forward otherwise?

No I haven't. As i'm working, I only have access to internet news sites.
The main one, sky news reported a plane on fire over central london and both runways at heathrow being closed.
They should have said a plane had an engine fire after flying into a flock of birds, so made an emergency landing. But that wouldn't make as good a story.
