Leon Cupra R's are nice but im thinking about the 03 plate one's the latest one's out I think look to bland IMO.
But Megane 225, that's a wolf in sheep's clothing

I raced an standard octavia VRS (same engine, turbo IC as normal leon cupra) in my remapped ibiza that was making 210 and i only just edged past him.

You would need a K03S, revo stage 2 and a few supporting mods to be in with a chance of 'owning' one.
The weight difference is not as much as you would expect, dont forget the leon is the golf platform and not a big ass car so to speak plus take remap figures on an ibiza with standard K03 with a pinch of salt as they are 'peak' figures. the K03S really makes a difference, vastly superior powerband with boost to the redline.

And before anyone digs yes i know the leon cupra R has the K04.
having owned an ibiza cupra, octavia VRS, leon cupra all remapped i guess this puts me in a good position to denote real life experience and not internet warrior "ive read reviews" comments.

You would get a lovely leon cupra R for 9-10k as well. head over tales in value for money when comparing to some of its newer rivals like the megane. plus you wont get hiroshima drop a nuke type depreciation on the leon like you will on the automobiles made by our smelly french cunt neighbours.

IMO it's the only incarnation of the Leon that does look better. The normal Leons look bland as fuck.

This is my Leon Cupra R.
Its a 2002 model so is the 210 version, not a lot difference between that and the 225 but I didn't have the budget for a newer one. Once remapped though I've heard they produce around the same which is 265bhp. You can pick up a decent 210 for around £9k and spend the money saved on getting it remapped.
When I first started looking for a new car I was looking at the S3 but for I wanted it was out of my price range. I haven't driven a Megane either so I can't comment between the two. I took my LCR round Brands with the CorsaSport lot on their track day and loved every minute of it so highly reccommend them

Does it have to be a FWD hatch for ~£15k?
For example R33 GTR's are £10k-£15k and have far more presence and tunability (if thats your bag) than any of the FWD hatches mentioned.
A Nissan 350Z is also easily in your price range.
Other than that Supra TT, last of line 200SX, Pulsar GTiR (if you want a hatch) or MR2 TT and be left with a lot of change for proper tuning

I've owned both. The Ibiza Cupra R and the Leon Cupra R, which I still have. Out of the 2 I would say the Ibiza is much more fun to drive but the Leon is so much better put together and stable. It also loves a little bit of remap on the side. Here are mine:

My leon is re-mapped, Forge DV007 dump valve, Forge TIP, Hurricane induction kit and goes pretty well indeed!!
