If it was about noise restrictions... I could put a Cherry Bomb on a 12v and call it a Supercar? As said, a Supercar is not just about performance. It's about the looks, the feeling when driving it, performance, and price

p1's are alot louder than the normal impreza turbo's

yeah the p1 was
1db louder than allowed for a normal car so speed tests are done and it was quick enough to qualify for a super car.
super cars are allowed 2db more noise than normal cars
therefore impreza p1 is a super car

wtf a supercar isnt determined by how loud it is, thats just part of it.
a supercar needs the looks, the speed, the handling, the noise aswell as the price tag

the correct answer is it has supercar performance but isnt a supercar, barnes' corsa has supercar performance but isnt a supercar
add to that list the car needs to be originally made to be a supercar, you cant transform something not made to be a supercar into one.
for example, No mr2 355 replica will be a supercar

these havnt been modified
they are standard straight from the show room cars
wouldnt have been a super car if it wasnt for the exhaust which subaru/prodrive didnt want to change so the car was put through the tests for super car status
it passed them all so there for was an official eu super car
