I think you're forgetting that during its development, a few people will have already driven it and done what they can to make sure it doesn't.
If the motoring press get hold of it and drive it badly then of course it will show undesirable handling characteristics. What goes in the favour of the RS though is that Clarkson will actually like it, so having said 240bhp is too much he'll now say 300 is just right.
I also disagree that the technology can't move on since it was said that 220bhp in a FWD car is too much. The suspension geometry, power distribution and tyre technology are all different for a start.

RS200 0-60 = 6.1
RS500 top speed was about 155 wasn't it?
Both slower than the RS.

And it wasn't a production car.
So overall, i think the original statement in the official press relase was quite accurate.

The road going E was 250, 300 or 350 depending on which spec you chose from the factory. They only built 20 though, so I suppose it could be disputed as a 'production' car.

Also Astra VXR had no LSD... therefore all the power would just spin the front wheels = understeer (as spinning wheels = no traction on road).
The Focus RS has a LSD which means it should grip a bit better on front end when accelerating through a corner ... although it will still understeer / spin up the front wheels if driven like a prick.

TBH, if someone with a standard Focus ST went out and spent a bit of time and money making it up to 300bhp (which would be relatively easy I'm guessing), uprated to half decent suspension and whacked on an LSD you wouldn't hear anyone complaining that it's going to be understeering like a bitch, just that it's cool as fuck.
The only way that these debates start in the first place is people taking a journalists' opinion and making it their own IMO.
