well think about it, microwaves were invented because of the need for every one to quickly heat food, how many people quickly need to freeze something not to many hence there is no real household appliance that freezers things as fast as a microwave heats there no need for it really.
there are however, gadgets that instantly freeze/chill wine/bottles/cans.
I presume there are means in industrial and scientific areas to instantly freeze items but they are just not needed for house hold people.

They slow down when they are cooled.
Same as the icrowave excites them and heats them up.
It's not complicated at all.

Cooling the particles would obviously prevent heat transfer from particle to particle so each particle would lose the energy to bounce about.
