The cost of printing a unique identifier on the box probably outweighs the benefit of being able to track them.
The manufacturer will have a note of the serial number for when it was manufactured and manufacturer claims.
Halfords obviously send it to a 3rd party to get repaired, for what they need specifically proof of purchase, not a unique identifier, another reason not to waste money implementing a change to the boxes.
Mobile phones need a unique identifier as standard at a higher level, it's just a by product this can be used for warranty tracking.
