Yes it can be physically welded, it has been. But what has that done to the structure? What happens when you patch over a fatigued area of aluminium like that?

As above, and iam qualified to say that, iam a fully timed served welder and now work on high pressure pipes in oil refinerys and power stations etc etc, from the pic you have posted its looks fine and got decent pen altho abit ruff but still looks fine, buy it at that price you cant go wrong.

Also looking at the pic, the plate is on the inside so worst that could happen if it cracked or snapped is just bend slightly but after a good ride just check it, its never gonna snap in half! oh and looking at just above the weld looks like its been heat treated because of the HAZ zone

so you saying it will be fine fred, Im gonna strip the paint and get it all painted so it wont be seen too
it was a 1000 frame years back you see
40quid is too cheap not to risk

if its £40 I wouldn't be bothered in the slightest; the frames unlikely to snap suddenly so you won't find the front and rear wheels heading in different directions with you in the middle. Worst case if the weld fails is that it'll bend in on itself.
If you were talking £100s I'd be concerned but seriously, £40 - its worth a punt!
