Because it needs fuel to keep the engine at idle. If you're in gear and rolling down a hill, the weight of the vehicle will move it and therefore turn the engine, removing the need for fuel.

Same reason a fuel computer goes to 999mpg when you decelerate by taking your foot off the pedal but if you put the clutch in you'll only get 100ish mpg as you're still fulling tickover.

Coasting. This term describes a vehicle travelling in neutral or with the clutch pressed down. It can reduce driver control because

* engine braking is eliminated
* vehicle speed downhill will increase quickly
* increased use of the footbrake can reduce its effectiveness
* steering response will be affected, particularly on bends and corners
* it may be more difficult to select the appropriate gear when needed

an suzuki sj samuri are brilliant but you'd need to spend over £500 for a rott free straight one and would only be getting 25 to the gallon... they drink for a 1.3. you can change the carb but then you still wont see 40 to the gallon

Land Rover Defender. Will take you anywhere!!!

X-type AWD or somekinda Volvo AWD estate sounds like what your after though.

TBH (as has been said) spending £500 will get you some old tatty, rusty shite, which will get poor MPG.
Old 4x4's wernt really designed with MPG in mind, like newer ones are, but they will however take you anywhere.

They only started using the TDV8 last year so not sure it falls within the cheap criteria!!

me and a couple o mates bought a diahatsu sportrac 1.6 petrol for a bit of off road fun bought it for £180 taxed and mot'd it was actualy really good off road and was good on fuel. You can switch between rear wheel drive, 4wd and 4wd low range it was great but we did jumps in it so the chassis has split in 2

Honda hrv, just sold a decent one for a grand so 500 should get u a runner. Always over 40 mpg too

£500 is just loose change in todays climate, you're not going to get much for your money. Personally i think you need more cash.

frontera is you best bet, the diesels will do atleast 30mpg.
